Dalmatian Day

To celebrate Dalmatian Day at Dalmatian Middle School, the student council members are decorating the hallways with “Dalmatian Spots” (black circles). The “spots” will be cut from black construction paper measuring 9 inches by 12 inches. What is the area of the largest spot they can make? What percent of the paper will be wasted after cutting out the largest possible spot?

The student council members also want smaller spots to decorate the hall. What is the largest spot they can cut if they want to fit two circles exactly the same size on the 9 x 12 inch paper?
